Head Referee

Our Head Referee helps keep games safe, fair, and enjoyable for everyone. They lead and support our referee team by bringing in new officials, providing training, and helping referees continue to improve. They also make sure matches are officiated according to league rules.
Off the field, the Head Referee is the main person to go to with questions about the rules, help sorting out disputes, or learning more about becoming a referee.
Whether you’re an official, a player or coach with a question, or just curious about getting involved, they’re always happy to help and keep the game running smoothly.
Referee Pathway
The official path
BC Soccer has different referee pathways to help people start and grow as soccer officials.
You can begin with the Small Sided Referee pathway at age 12, officiating younger age groups and smaller fields. At age 14, referees can move into the Entry Level Referee pathway, which allows them to referee full-field games.
CVUSC offers the Small Sided and Entry Level Referee courses, along with Refresher courses for returning referees. From there, referees can continue to gain experience and move on to higher levels through BC Soccer if they choose, with training and support available along the way.
Small Sided Course: The entry point of officiating Small Sided soccer. Once individuals are successful in passing this course, they may officiate in any matches up to U13 and/or Small Sided matches.
Entry Level Course: The entry point of officiating 11-aside soccer. Once individuals are successful in passing this course, they may officiate all full sided games. If under 18, they may officiate the age group equal to their age -1. (Ex: If you are 17 years old, you may officiate U16 and below for full sided.)
Of note: If you will be 14 years old by the end of the current year , you can attend the Entry level course directly. There is no advantage to take a Small Sided courses as there are no upgrade credits.

CVUSC offers BC Soccer certified Referee courses for individuals looking to start or continue in their Referee career.
Small Sided Referee courses are open to participants aged 12 and up, while Entry Level Referee courses are available for those aged 14 and older.
Courses cover key topics such as the Laws of the Game, positioning, signals, and match management.
CVUSC offers Small Sided, Entry Level, and Refresher courses. CVUSC supports referee development at every stage, helping Referees gain the confidence and skills needed to officiate the game.

CVUSC is proud to sponsor all Comox Valley aspiring referees by reimbursing their clinic costs upon completing 10 games with the club after graduating, with no time limit to achieve this.
If you are eligible for the Entry level course (14 years old by the end of the current year), only the Entry level will be reimbursed.
REFEREEE PAYMENTS:
Payments are done 3 times a year, end of fall season, end of winter season and end of spring season.
MAKE SURE YOU HAVE YOUR ADDRESS UPDATED WITH THE CLUB - there will be a fee for the club to re-issue you the cheque if it does not get returned to sender.
Referee Kit
Everything a ref needs
A referee’s kit should have all the essentials a ref needs on the field. From a whistle, to cards, to flags and to a timer. An organized ref makes for a smooth-running game.
As a referee with the CVUSC, you will need to supply:
- Whistle
- Wallet Cards
- Watch
- Referee Kit
- Flags (For Entry Level Referees)
Yes. The Club does have Referee supplies for purchase. Please contact the Club first to make sure there is stock.
Below is the list of prices. The Club can only take Cash or Cheque at this time. No e-transfer yet.

Code of Conduct
We ask that our referees share our common values when they are representing CVUSC
CVUSC Youth Referee Code of Conduct
All youth referees with CVUSC are expected to act with respect, responsibility, and fairness, both on and off the field.
What We Expect from Youth Referees:
Integrity and Fairness: Always make decisions honestly and treat everyone equally. Follow the Laws of the Game and be a role model for fair play.
Professionalism: Conduct yourself with dignity on the field, in the classroom, and online. Represent CVUSC and BC Soccer positively.
Respect: Treat players, coaches, referees, instructors, and spectators with kindness and fairness.
Fitness and Readiness: Be ready to referee by being physically and mentally prepared for the game.
Punctuality:
- Arrive at least 15 minutes before kick-off for all matches.
- For UISA league rep games (PDL, WCL), arrive 20–30 minutes early.
Equipment: Always bring:
- Whistle
- Wallet Cards
- Watch
- Solid-color referee shirt different from both teams (CVUSC has small sided Referee shirts available)
- Black shorts and black socks
- Proper footwear
- Set of flags (for Entry Level Referees)
Learning and Growth: Listen to feedback, ask questions, and work on improving your skills.
Follow the Rules: Always follow CVUSC and BC Soccer policies for safety, conduct, and fair play.
Remember: Being a referee is a leadership role. Your behavior, attitude, and preparation help make the game fun, safe, and fair for everyone.
Failure to follow this Code of Conduct may result in removal or further action by CVUSC and/or BC Soccer.
CVUSC Adult Referee Code of Conduct
All adult referees participating in CVUSC courses or officiating matches are expected to uphold the highest standards of integrity, professionalism, and respect, both on and off the field.
Expectations for Adult Referees:
Integrity, Impartiality, and Professionalism: Apply the Laws of the Game fairly, act as a role model for players and peers, and maintain high standards of conduct at all times.
Respect: Treat players, coaches, fellow officials, instructors, and spectators with fairness and professionalism.
Dignity and Conduct: Maintain composure and professionalism on the field, in training, and online, representing CVUSC and BC Soccer positively.
Physical and Mental Readiness: Maintain the fitness and focus required to officiate safely and effectively.
Punctuality:
- Arrive at least 15 minutes before kick-off for all matches.
- For UISA league representative matches (PDL, WCL), arrival 20–30 minutes before kick-off is strongly recommended.
Equipment Requirements: Referees must arrive with:
- Whistle
- Wallet Cards
- Watch
- Solid-color referee shirt clearly different from both teams (no logos or large graphics)
- Black shorts and black socks
- Appropriate footwear
- Set of flags (for Assistant Referees)
Learning and Development: Accept feedback positively, continue to develop knowledge and skills, and participate fully in all course and on-field activities.
Policy Compliance: Adhere to all CVUSC and BC Soccer policies regarding safety, conduct, and respect.
Note: Being a referee is a leadership role. Your preparation, conduct, and professionalism ensure a safe, fair, and enjoyable experience for all participants.
Failure to comply with this Code of Conduct may result in removal or disciplinary action by CVUSC and/or BC Soccer.
